That's a good idea too.  Unfortunately the flags aren't in a separate
variable, but you could try it from the command line like this:

gmake "EMACS=emacs --no-site-file"

from the semantic directory.  I will add that flag to the Makefiles
created with EDE.

This is what i do always when i build an emacs-package...works very well for cedet.
