[cedet-semantic] semnatic-1.4 load Problem

I had the same problem with semantic-map-buffers not defined in the files
required by semantic-load.  I suggest to put this one line in INSTALL file.

(require 'semantic-util)
(require 'semantic-load)

Hi,

  I have a few changes in a patch area I hope to put together,
  including a similar fix for this problem.  I haven't had time to
  pull things together though. :(
