I use the "Application Launch Bar" widget for that. Just create a
.desktop file and drop it into ~/.local/share/applications/ to make it
available.

As far as I can tell, Openbox doesn't support that but it's easy to swap
it out for some other lightweight window manager which does:
Preferences -> Desktop Session Settings -> Advanced Options -> Window
Manager
I hear that Fluxbox has an "Opaque Window Moving" config option though.
(It also does WM-level tabbing which can be nice)
