If you use courier-imap, increase MAXPERIP setting. Default is not suitable
for webmail.

If you use other IMAP server or MAXPERIP is already increased to 40-100, you
have problems with your email storage. Check IMAP server logs for errors and
mail storage for permission/available space/disk quota issues.

Make sure that you can connect to same imap service with telnet.
