If have a feature request, you are welcome to report it at
against Kile (as a feature wish). Of course, you are also very welcome to
implement it yourself and send a patch for it.
Considering your particular request here, I think that it won't be that easy
to implement due to the way shortcuts are handled in KDE applications, but it
should be possible to do it. Moreover, the shortcuts Alt+1, ... are already
occupied in Kile, so something else would have to be used.
