In base 16 this number is 7D000000000. So I think that the first two
digits (7D) can be ignored and the relevant number is 0.
Phil Williams is going to modify smartmontools so that in this case by
default the raw value is printed as zero.

Smartmontools is just reporting the value in the Attribute table of the
disk. I don't know how Fujitsu's engineers are using/interpreting this.

Smartmontools does not do ANY interpretation of these values. It simply
reports them from the disk.
