I may be wrong, but I usually use "In Progress" when someone is still working on
the translation, and change it to "Committed" when it's done (or when we're
close to a release date). I changed all the translation reports to "Committed"
recently because I thought that 0.48 was very close and that we didn't have time
to work on it.
Anyway, it's not exactly how bug status are usually handled, thus tell me if you
prefer the "Committed" - "New" procedure.
