OK - I found /etc/php.ini
I setup the date.timezone as defined in the below web references.
I set it to MST and to America/Phoenix, both with no changes.
; Defines the default timezone used by the date functions
date.timezone = America/Phoenix
I restarted npcd, apache and Nagios after the changes.
But the time issue still prevails. Any other locations I should look?

Locate your php.ini ( Debain/Ubuntu/SuSE: /etc/php5/apache2/php.ini,
Fedora/CentOS: /etc/php.ini ) and set "date.timezone = MST". Restart
