When constructing a building, producing a droid or researching something, power is now used gradually instead of being accrued before the process starts.

As repairing droids was almost free anyway, it does no longer use any power now.

Commit patch #413: A minor fix to the order/action code, and a partial rewrite of the repair facility code. It fixes a few bugs, including:

Droids with Hold Position and Fire-At-Will will fire upon anything that comes within range.
Droids waiting for repair with Fire-At-Will will fire upon anything that comes within range.
Droids waiting for repair will "snap out of" whatever they're doing and get repaired when it's their turn at a repair facility (fixes bug #92).
Droids returning for repair that lose sight of their target will try again (might fix bug #360).
Trucks will not help enemies build structures (generally only happened if two trucks were going for the same oil resource).
Repair facilities with nothing better to do will repair nearby units.

Make AI ignore hostile structures for path-finding when using armed droids. This avoids a problem
getting to the enemy when the nearest point to the target is an impassable terrain obstacle. It
also avoids a pathological path-finding case that makes us search the entire map for a nearest 
point whenever we cannot go somewhere due to enemy structures (eg walls), which wastes a lot of 
CPU. Human players are unaffected by this change.

Add an O(1) path-finding check function that tells us whether it is possible 
for a droid with a given propulsion type to go from position A to position B.
It generates some static information on map load using a flood fill algorithm
which takes some time.

Make it possible to drag a line of rearm pad production similar to how walls and defenses 
can be built by dragging the production with the mouse. It also removes the obligatory

In the new netplay code, mayhem mode has been changed to a enable/disable scavengers checkbox. 
This does not work yet. Attached is a hack that at least gets it sort of working. When scavengers 
are turned on, we do not change game.type and the map type to something else, we still use 
skirmish, which is far cleaner, but now scavengers won't build anything. Closes ticket:607

Add the ability of allied players to share each others' sensors. Since iterating over all structures 
by all players to see if we could use each as a sensor would be rather time consuming, I created a 
new set of lists (currently with only one member) that sorts objects by function. This way we can 
very quickly iterate over all sensors, even when there are several hundred buildings on the map.

Fix assert failure when paths are generated that are exactly 256 nodes long, and we try to store 
this in our silly uchar path length variable. For now we need to cap path lengths to 255 because

General order/action code cleanup:
- rewrite secondaryGetState to just return the state instead of pushing it into a pointer
- disallow WSS turret from targeting things it can't see
- introduce a "temporary hold" order
- fix the bug that considered keyboard shortcuts cheats that could not be used in multiplayer
- make trucks and repair turrets hold their position when in "Hold Position" mode (this involves moving the #define of REPAIR_RANGE from action.c to action.h, in case that affects anyone)

 * You can now repair allied units.
 * You can now repair allied structures.
 * You can now upgrade allied structures.
 * You can now rearm VTOLs on allied rearming pads.
 * You can now repair your units at allied repair facilities.
 * You can now guard allied units (trucks, sensors, and commanders) and structures.
 * You get a selection cursor when mousing over LasSat, to make it clearer that it's selectable.
 * You get the OBSERVE cursor for attack-move, the EMBARK cursor for unload transport, etc.
 * A few other minor cursor fixes. Cursors should now reflect what happens when you click on them significantly more of the time.
 * Clicking on a transport with no cyborgs selected will select the transport, instead of doing nothing.
 * You can attack (and actually damage) your own units/structures with Alt+click, now. Still doesn't work with LasSat, to prevent backstabbing allies by moving an expendable unit into their base. For the same reason, Alt+click only works on your own units, not on your allies'.
 * Alt+click works on Mac OS X now.

Rewrite the turnOffMultiMsg system - it can now be nested. However, it must be paired now - each turnOffMultiMsg(true) _must_ be followed by a turnOffMultiMsg(false). Also simplifies a lot of hacky code caused by bMultiPlayer being temporarily false because of turnOffMultiMsg.

Fix GUI widget ID corruption bug that happens when too many proximity messages are

Fix the problem with proximity message list and display list going out of sync due to too few proximity buttons
allowed at the same time (20), by increasing the limit to 10000. Also make sure that all players get the messages
they should (for switching between players), and make a real fix the beacon seen by other players problem by
storing but not displaying proximity messages for other players (reverting wrong fix of this problem in ticket:1250).
Remove addOilResourceProximities() which probably never worked as advertised, because it is run before vision is added,
and checks if iterated objects are visible before doing anything. Adding proximity messages is done by visibility.

Put the bottom left menu one pixel to the right, so the distance to both bottom

Fix offscreen updates, they were only setting droid pos.x and pos.y for most orders, and those are 
promptly overwritten next frame by sMove.fx and sMove.fy which are not updated. So I rewrote the code
a bit to only use the floating point values. I also made it issue move command for onscreen changes 
when in guard order. Not sure why we do not do this for all orders, but at least guard should also be safe.

Fix template loading for the 8 human player case by storing static AI templates in a special
linked list for that purpose alone. These templates are not saved to savegames, and the ID
matching works only because load order is identical - the same way it is handled by campaign.

Remove floating point move precision, second pass two. We store higher precision bits in a bit bucket
for use the few selected places where they matter to get finer incremental movement. They start at
zero and are synchronized over the network, but are not reset when droids jump about for various reasons.

Don't save translated descriptions in the keymap.

Uses the English string in the keymap file, and translates it for display only.
That way, when changing the language, the descriptions will appear in the new
language. Old files will still work, just show the translated string until a
reset. Also mark all descriptions as translatable. Closes #2049.
