You want MAP-INTO, e.g.
(map-into (make-array (length vector)
:element-type '(complex double-float))
MAP should probably be made smarter on such cases, granted. You've
noticed that COERCE isn't smart when coercing to complexes; you'll have
to drive the conversion explicitly.
