Probably caused by packets being blocked between you and the server.

Not accessible.  Nothing happens when I click to download.  Probably
doesn't support a Linux web browser.  Why don't you post your log on a
pastebin instead?  You can find several pastebins via Google.  Most of
them have far less advertising.  If the log is no different to what you
already posted, then the reason remains the same.

Not sure what you mean by "toy mentioned it".  A toy is a child's play
object.

The tcpdump log seemed not to be filtered.
Our document describes how to filter effectively:

The tcpdump log shows a connection attempt to port 1723 on IP
85.249.223.24 but there is no response.  Without a response the attempt
will fail.  The cause is unlikely to relate to PPTP.

You can prove this theory by performing fault tree test #3, "Connect to
port 1723 on PPTP server".
