Basically it can contain the following utilities:
1. Local desktop configuration (resolutions, theme, colors, icon themes,

form panel,top/bottom/left/right panels configuration, panels theme,
icons theme, background color).
3. Network configuration (optionally).
My view of it: I open this configuration utility and have there list of
available configurations. Then I can choose one of them, and change some
