Sure. And it will be pretty complicated.
Right now I'm also fighting with getting gtk2 compiled, because the
original gtk2 for cygwin is too old. you'd need the gtk2 libs and deps

cygwin clisp has three gui options: gtk2, new-clx and gdi (native gdi).
there are also other and easier gui libs around.
