It's fine to disable the buttons if FFmpeg support isn't compiled in,
and the Prefs.will state that. But if the library isn't loaded (Prefs.
displays as "FFmpeg library not found"), the buttons need to be
enabled so that you can browse for or download the library?

Just to be clear, we have a LAME FAQ, pointing to Buanzo's site in
Argentina for LAME downloads. FFmpeg will probably be worth a
FAQ of its own, so why don't we create a FFmpeg FAQ as a holding
page, and LRN point it there? Then if Buanzo is agreeable, host
FFmpeg libraries on his site and the FFmpeg FAQ points to those?
Leland is currently hosting a Windows FFmpeg binary, but for the
same reason as LAME, hosting a binary in the US isn't really advisable.
Note that I think we've more or less agreed to migrate the web site
FAQs to the Manual Wiki, and they have mostly been copied across
"as is" already, but I don't know exactly when we might want to do it.
The Manual FAQs aren't ready now anyway, as they contain quite a
few older FAQs that need to be changed/incorporated.
