Adding it to EVAL seems a bit kludgy (overhead on every call to eval,
won't work unless there *is* an eval on the call stack, the muffling
will take precedence over the user's own handlers). How about putting
such a default handler directly into *handler-clusters* (both the
global value, and the binding in make-thread)?
