There's nothing wrong with changing them from within a script.
If you're writing a driver, then the driver should change them in its
If I was writing a user mode program which required them setup a
particular way, personally, I'd prefer to have the program set them,
so I don't have two places to keep in sync.
It all boils down to how you're using them, and how important it is
for them to be configured a particular way by a particular time.
