I didn't have this problem as long as I made sure package caching was
enabled (-Dpython.cachedir.skip=false). If you install Jython 2.2.1 in
standalone mode then this will not be the default (see
Try deleting or looking at the contents of cachedir/packages/ij.pkc; it
might be missing ij.plugin.filter. For example:
