This looks like an interesting task for some quiet nights. I know
DocBook and XSLT. If someone could explain how to generate the XML
format of the Manual pages from the wiki I might take a look at
converting into DocBook.
I also have access to a commercial XSL-FO to PDF converter that does a
better job than the Apache FOP tool (which has trouble with hanging
paragraphs).
