That depends on your terminology and what you are trying to do. Microsoft
calls it COFF, but GNU binutils calls it "pe-i386" because it apparently
differs from standard COFF. Since you mentioned "win32" format maybe you are
asking about nasm, in which case the answer is yes, the format is "win32".
But I can't read your mind...
