For MinGW or for MSYS?
If I understand well, you wish to produce MSYS depend binaries, then
you'll need to build the mentioned libraries using MSYS + msysDVLPR,
in order to produce MSYS depend libraries.
Then install these libraries into your MSYS environment.
(Don't mix MSYS binaries/libraries with MinGW binaries/libraries!)

You can refer to my postings to mingw-msys, with
"[Mingw-msys] Building bash 2.04 for MSYS" as title.
Those will give you some informations to build bash.
Note that I used the CVS sources from mingw/msys/packages/bash.
Though, I think there's a configuration error concerning "termio.h"
"termios.h" headers. Cf, my last postings.

MSYS is not intended to become yet another Cygwin, I think, then I'm not =
that you'll get more information about building MSYS packages.
msysDVLPR should be use only for MSYS development indeed.
