i am using 4.2.1 In my case, even if i set sysLocation and sysContact in
conf file, i can set it using snmpset and all get calls return this new
value. But this set is not persistent. I mean when i restart my agent
and do snmpget on sysContact/sysLocation, i get the values that are
stored in snmpd.conf. though i am using an old version of snmpd, i just
want to know is this a bug or a feature ?

try using the -C option along with -c option. This may help
