Let me suggest a few alternatives:
The easiest way to get running is to use wkcgi.exe -- it'll run faster since
it's written in C, and it's already available as a compiled executable, so no
need to mess around trying to compile it. You can download a precompiled
version from http://webware.sourceforge.net/MiscDownloads/ForCVS/ .
Or, instead of compiling WebKit.cgi to an exe, you can rename it to WebKit.py
and use PythonLauncher to execute it: http://www.toolwood.dk/pylunc.htm
And finally, I believe that only IIS 4 requires you to compile to an exe.
With IIS 5 I think you can just use WebKit.cgi as-is. But I haven't tried it
