Doesn't work on IPCop's 'home' page either - same situation, no URL
specified, so it's evidently common in Linux-land.

I use NetSurf, NetSurf now has use for Meta refresh Tag, and as I have no
idea what that is, how will it impinge/affect my use of NetSurf as a
Browser?
For me personally in this instance it is a Netsurf issue.
As of this time I've not been able to find any "gernal" discussion forums,
though I have googled for same, and found a Belgian food processing
machines site.  
I did search through the site and found much information about food
processing machinery, but could find no info about the particular issue in
question. ;-)

It's an invisible html tag that goes in the head section of an html
page that tells the browser to refresh the page after a given number
of seconds, and which page to go to.

You see it at work (but not with Netsurf until now) on those redirect
pages "click here to go to page if browser doesn't redirect in x
seconds".

Indeed. This list, in fact, is specifically a "development" list, for an
alpha-state browser so I'm inlined to agree that questions about basic
aspects of the web are not appropriate.

However, I know that sometimes not knowing what you don't know can make
finding an answer tricky, so for the benefit of John and Dave, the meta
"refresh" tag is placed in the header of a web page and automatically
diverts the person viewing the page to somewhere else after a specified
length of time, e.g.:

  <meta http-equiv="refresh" content="6; url=../index.html">

I believe it is generally frowned upon where the same thing
could be achieved server-side.

On the other hand, the first link when googling with "meta refresh tag"
says: 

   "One of the most common uses of the meta tag is to reload and
    redirect Web pages."

The whole page describes (even with examples) the usage of the tag. I
really think this is more or less what you said. Googling, 10 seconds,
clear explanation.

I use it so that users can access a date specific page each week. All
the rest of the pages on my website have a link to this 'refresh' page
so instead of updating all the links I just update this page each week.
I change the 'refresh' link each week so that users are directed to the
correctly dated page. See example below.

On how long it takes to answer the question compared to how long it
takes to suggest looking elsewhere and then that person having to go
and look -- bearing in mind that a person who doesn't understand will
have more difficulty in evaluating a valid answer.

(Another factor is how rude other people are being -- it is possible
to suggest other sources without being rude. As my mother used to say:
"If you can't say anything nice, don't say anything at all.")

Anyway, as far as I'm concerned, this subject is closed.
