I don't think anyone is working on csv.

got to project management though I think many of those entries are out
of date. At the very least, csv isn't in there.
I'm not sure if this could make it into 2.2. That depends on Frank
and how far along he is in finishing the beta. If you do submit a
patch for this I can help you get it into 2.3.
The way I'd go about implementing this would be
1. Add a new class org.python.modules._csv.java. It'll be an
implementation of the stuff in _csv.c from Python. All of csv_methods
from _csv.c needs to be implemented as static methods in _csv.java.
You can get an idea of how it's done from _codecs.java and _codecs.c
or any of the module implementations in org.python.modules and their
corresponding C implementation.
2. Add "_csv" to the builtinModules array in org.python.modules.Setup.java
3. Run Lib/test/test_csv.py with jython until everything passes.
4. Submit a patch to the tracker on sf.
5. Revel in the glory of another jython module implemented
