I don't have ctags-exuberant, but only ctags (running Cygwin). Both
inside of Emacs or in a Cygwin bash shell I get:
% type ctags
ctags is /usr/bin/ctags
% ctags --version
ctags (standalone 21.4.22)
Copyright (C) 2007 Free Software Foundation, Inc.
This program is distributed under the terms in ETAGS.README

Oddly enough, I get all the same results listed above running on
Fedora 11 w/ Emacs 23.1.1. Thanks.
