... and another issue:  When I uploaded a file to Garmin Connect that
started with an empty track segment, it borked completely.  The upload
sort of worked, but I couldn't see the list of activities anymore, just
an error message.  Again, clearly Garmin's fault, but is there a reason
why gpsbabel keeps empty track segments?

This is how the file started:

<trkseg>
</trkseg>
<trk>
<trkseg>
  <trkpt ...>

If Garmin Connect demands GPX 1.1 files, specify 1.1 to our GPX writer:

As for empty tracks, if you have empty tracks in the input, we try to
faithfully reproduce that in the output.
