I have found Apache to be rather picky for things like this.
Common problems might be permissions on OneShot.cgi, make sure that
group and other acces does not include write access. Same for the cgi
directtory, and .htaccess files.
Have you tried just running OneShot.cgi directly and check that there
are no obvious python errors in what you have?
Another area to look, is /var/httpd/suexec.log (location may vary
depending on your system) this often has stderr output which can help in
tracking down problems.
