Exuberant Ctags uses extended regular expressions, in which
parentheses are already metacharacters (i.e. have special meaning).
By escaping them, you are saying you want to match literal parentheses.
I suspect you meant this:
$ etags.exuberant -e --langdef=fcode '--regex-fcode=/^: ([a-zA-Z0-9_-]+)/\1/' --language-force=fcode test.of
