GC documentation tweaks
* Fold documentation of (SETF GC-LOGFILE) into that of GC-LOGFILE.
* Document default value of GENERATION-NUMBER-OF-GCS-BEFORE-PROMOTION.
* Order the dictionary entries in the manual's GC section more logically.
