I've just moved the 'doc' directory to be last in the build. So a
'make install' will still fail with an error if you haven't done
'make doc' in there, but it's the last step, so it doesn't matter.
I'll fix it properly next week.
This issue only arises for people working from CVS. The distribution
will include the already-built docs.
