* Applied Milan Crha's patch for allowing icaltimezone_get_builtin_timezone() to be called with the name of a time zone for which the file exists but is not mentioned in zone.tab.  These time zones are deprecated but still available.

in icaltimezone_get_builtin_timezone_from_tzid(), skip past the 4th '/' character
to find the location from the tzid, not the 3rd '/' character.  This is needed
because there has been a "/Tzfile" encoded into the tzid as of late.

fixes the 'test_convenience' regression test.

Fix the following problem:
"The iPhone and other apple products send timezone information for a meeting
using the current year. Since the first switch of a normal timezone occurs
somewhere in march, all events created between 1 jan and the switch will be
converted incorrectly in libical."
