Probably not. Can we get that documented. Data standard is to only
have one TEMPLATE:CHOOSE per object (avoids all that other issues), so
that really isn't much a problem, so long as we have it doc'd.

All of TEMPLATE needs to be reoriented. It is only valid in Race,
Template, and Ability files, and class level lines, so "Global Other"
is not appropriate.
