Orion Poplawski summarized the situation as follows:
The point is that the nothing in plplot *itself* requires XML::SAX::Expat,
not that XML::SAX::Expat is needed at all. You just need the db2x_*
utilities. Whatever packages provides those need to be concerned about
XML::SAX::Expat, not plplot.
I (AWI) agree with this reasoning so I have removed the build dependence on
XML::SAX::Expat as suggested by Orion.
