Summary: remove irrelevant panel options
Initial Comment:
The "tiny/huge/list/grid" menu is irrelevent to the
Layers panel.
I don't want to have to clean this kind of thing up
AGAIN just before a release because you failed to do so.
Suggestion: perhaps the best thing would be to move the
code providing the menu into a panel subclass which the
few panels requiring it can derive from.
At this point it doesn't appear to be a sane default to
provide for all panels.
