Having done cross compiling to various systems on various hosts:
You need the arm-wince-pe Target of gcc. Google does not to find a downloadable
version of the cross compiler. You will have to build it yourself.
MinGW may or may not be usefull to provide a development environment.
If you don't want to go through all this, I would recommend to build your
software with the M$ Toolchain on Win32 (It seems to be downloadable for free:
Look for eMbedded Visual C++). It may be possible to use the tools from msys.
