Summary: SubmenuMenuActivateDelay sometimes ignored

The value SubmenuMenuActivateDelay is ignored in most
cases. To see it better set it to a high value such as
3000. Then browse through the menu, in most cases it is
ignored. I don't see any regularity in the behaviour.

Not a bug, but a feature.
This timeout is only used when the mouse is moving towards
the submenu (within the triangle formed by the mouse
coordinate of submenu activation and the top/bottom submenu
corner.
It could be better named/described, though.
