No. If you run M-x bovinate on a function declaration with default
arguments, you'll see that those will not show up in the generated
tags. So there's now way for semantic-ia-* to know about them.
I would be a nice feature though, and it shouldn't be hard to add. If
you would like to tackle this: In the grammar c.by, the rule
'varname-opt-initializer' would be a good starting point.
