To a large degree, yes. In fact, that was the whole point of the
OpenBTS design: to "flatten" the GSM network and eliminate most of
the NSS elements.

Every logical channel is bound to a specific physical channel on a
specific timeslot when it is created. Logical channels are allocated
on an as-available basis using the getChan template in GSM/
