We actually did already try this.
Using attenuators is not straightforward:
- On one side there is the leakage of the cards that limits the maximum
attenuation one can use and the minimum distance between wireless devices.
- On the other side they do not actually solve the problem as the cards
still wait until it completely looses the signal to start the handoff. This
leads to situations where the signal is so low that no-real communication is
possible but the station does not start scanning for a new AP to associate

I'm not aware of the possibilities to adjust the sensitivity by
software. But you could use attenuators to lower all signals received by the
antenna before they reach the receiver. This of course only works if you use
only external antennas.
