I suggest looking for a COPYING or LICENSE file in the distributed
package. You could also go to the homepage.
My guess is that you might have seen both licenses in internal gettext code,
because the executables/enduser programs (gettext, xgettext, etc)
may be GPL, but the libraries (libintl.so etc) may be LGPL -- but definitely
check for yourself.
