You know, I can't remember whether we bind to 0.0.0.0:3260 or individual interfaces.
Do a netstat -an and see if 0.0.0.0:3260 is listening. If it is, then you can bring interfaces up and down while ietd is running.
I believe we do that, but am not at a machine to verify.
