The decoding of IR signals is done in hardware for almost all TV cards I
know. In order to save pins required on the ICs, the hardware does only
provide a part of the IR code that is sent by the remote control, just
long enough to distinguish all buttons. If you record a config file using
a TV card driver, your config file will only contain these shortened
If you record the same remote control with the lirc_sir driver, the whole
code will be visible. So the config files are different and will only work
with the driver they have been created with.
If I have the sir config file for a TV card remote I can add the missing
parts of the IR code inside the TV card driver so both drivers will
provide the same codes and hence you can use the same config file.

You have mentioned two TV card models. Both are listed as supported. Why
do you think they are not?
