We talked a bit more on #sbcl, so it's now more acceptable.
The reasoning is if FFI is broken, then all tests are hosed too.
To address this concerns, --no-color option should be added and some
error handling for the FFI calls, so that it can be treated just as
another FFI test.

I'm not up to speed with windows/posix development, but it seems that
SBCL is best built with MinGW, and MinGW is using cmd.exe. At least
that's what i'm doing.
