The point of the staging dir is to do 2 main things though:
1. Remove dependency on tinyx (so you could potentially use Xorg
instead of something)
2. Remove dependency on particular version of tinyx (so that if
version x+1 moves directories around, you're still safe).
Any "exported" headers files or static libraries from any package
should get copied into the staging dir by that package's .mk file
