Looking at the files, there's not an "obvious" encoding of lat/lon in them.
I picked a set of the binary mush between the points and decoded them as
floats and doubles and nothing really popped out as lat/lon pairs in the
hemisphere around Milwaukee.
A GPSBabel module to read this is certainly possible. All it takes is
someone suitably motivated to figure out the file format (whether that's
descrambling the format yourself, contacting the vendor for info, or finding
someone that's already done so) and writing the module. Experience has
shown that for this kind of format - especially if you only care about
reading these files - that decoding the format is much harder than actually
writing the code...
