Audacity's settings are always on a per user basis, however you
could run a script the first time a user logs on or otherwise pre-load
their account with the settings wanted for Audacity, which would
save for example having to separately set language and load the
LAME library for every new user. =20
The settings are stored in an "audacity" file in your Library (OS X),
the file ~/.audacity (Linux) or in the registry (Windows) at
Obviously if you don't want users to have any personal Preferences
at all you can then run the same script every time they log on.
For example on Windows a way to do this would be to create a .reg file
to merge your required settings in the Registry then put a shortcut to
Regedit in the Startup group for each user. Right click the shortcut,
click Properties, and edit the Target box to read as below:
%windir%\regedit.exe /S C:\audacity.reg
adjusting the path to the .reg file as necessary
When any user logs on the shortcut will invoke RegEdit to load Audacity
with the required settings.
