If you would like to pay someone to set up a mail server with a
SquirrelMail installation for you, I suggest you take a look at the page
<http://squirrelmail.org/wiki/CommercialSupport>. I doubt that you'll find
someone who'll do it for free.

If you're looking for a free mail account, look elsewhere (such as
<http://google.com/search?q=free+webmail>) since SquirrelMail isn't what
you need.

It's already been created - by the SquirrelMail team.  You probably
want someone to install it for you.  You should describe the system
you need it installed on (try posting the information that is asked
for in the mailing list posting guidelines), whether or not a mail
system also needs to be installed, and how much you are willing to pay
someone to do it.
