When it says "not listening", it is either not configured to accept
incoming connections, or it cannot accept connections on the specified
port for some reason (e.g. the same TCP port is used by some other process).

Most likely, what you connected to is not TightVNC Service. If it shows
red border around the icon -- it is not able to accept connections at all.

It's difficult to tell. First, make sure, no other software listens on
ports like 5900 or whatever port is set in Configuration of the TightVNC
Service.
Then enable logging and examine it for things like "could not bind to
TCP port" in the beginning.
