I also added an xml manifest for the mingw32 version of cygutils, but no
updated tarballs. Recall that the mingw32-cygutils-dos2unix-bin package
is the only cygutils-related "-bin" package for mingw32; e.g. the
mingw32 "cygutils" port provides only the dos2unix/unix2dos line-ending
conversion executables. The MSYS port provides those
(msys-cygutils-dos2unix-bin) as well as certain other utilities
(msys-cygutils-bin).
