That's a limitation of midi:
It has only 16 channels per bank.
If you need more channels, you have to use more banks.
I'm not familiar with qsynth, but according to the info you gave,
qsynth probably exposes the guitar channels on bank 2
(or bank 1, depending where numbering starts (at 0 or 1))
Instead of GM, you could try to load GM2 instrument definition in rosegarden.
This would allow you to select different banks (called var1, var2,... there)
But now forget, what I said before:
Here is, what I would prefere to do:
Instead of serving the instruments on different channels and banks,
try to setup qsynth in a manner, that it serves the instruments
all on one or two channels (and all on bank 0) and use different
program numbers instead.
Midi can select from max. 128 Programs per Channel (but can use only
one per channel at a time !)
max channel count is 16 (channel 10 is used for drums in general)
if you need more than 16 instruments at the same time,
you'll have to add banks.
